Jim Himes, U.S. Congressman representing Connecticut’s 4th district since 2009, has raised concerns on social media about recent statements made by Director of National Intelligence Tulsi Gabbard regarding the 2016 U.S. presidential election and Russian interference.
On July 23, 2025, Himes posted a series of tweets criticizing Gabbard's comments. In one post, he stated: "4/.@DNIGabbard is now trying to rewrite history, casting doubt on these well established conclusions and accusing President Obama and other former officials of manipulating intelligence to misrepresent Putin’s support for Trump during the 2016 election."
Himes continued his criticism in another tweet from the same day: "7/ The DNI is conveniently conflating the two findings to paint an entirely dishonest picture of conspiracy and treason. Unsurprising from an Administration that uses chaos, distraction and lies, but very dangerous."
He also referenced previous assessments by the intelligence community (IC) and the Obama administration: "6/ The IC and Obama Admin consistently said that there was no evidence that Russia impacted the 2016 vote count, but that the IC did uncover a concerted campaign to undermine Clinton’s candidacy, including hacking emails accounts and leaking their content."
Himes' remarks come amid ongoing public debate over foreign interference in U.S. elections. The consensus among U.S. intelligence agencies has been that while there was no evidence Russia altered vote tallies in 2016, there was a coordinated effort to influence voter perceptions through cyberattacks and information leaks.
Himes, who succeeded Chris Shays in Congress in 2009, was born in Lima, Peru in 1966 and currently resides in Cos Cob. He holds a BA from Harvard University.
